The Front Runners (formerly Vanguards)

In advance of the new legislation, the government provided funding to some local authorities willing to start preparing Neighbourhood Plans to test the new concept in practice and share experience. An emerging body of community-led neighbourhood planning practice can be drawn on.

Who are the frontrunners?

There are a total of 126 frontrunners – spread across England. The majority are in rural areas.
